Summary

Background and objectives of the audit

The background for the audit is that the employment rate for disabled persons has been low, even though it has long been an objective to increase this group’s participation in working life. The facilitation guarantee is to provide individuals and employees with the security that they will receive the help required to accommodate a disability in a specific work situation. The facilitation guarantee shall ensure a coordinated programme from the Labour and Welfare Service and necessary follow-up in connection with employment of disabled persons.

The objective of the audit was to assess how the facilitation guarantee is used, and shed light on factors that could explain variations in use. Another objective was to assess to what degree the system is followed up by executive authorities. The audit covers the period 2008–2012, with emphasis on 2010–2012.

Findings and recommendations

The facilitation guarantee is little used

It is the opinion of the Office of the Auditor General that the Directorate of Labour and Welfare

  • should be more targeted in their work with the facilitation guarantee to ensure correct use of the system to enable more disabled persons to start working or keep working
  • should work in a more targeted and systematic manner to make the system known both internally in the Labour and Welfare Service as well as among employers and potential users

The content of the facilitation guarantee is unclear

The Directorate of Labour and Welfare must make the content of the facilitation guarantee clear. The Directorate should clarify whether the user must require coordinated services from the Labour and Welfare Service in order to qualify for a facilitation guarantee, and whether persons with a facilitation guarantee should be prioritised in the Service’s follow-up work.

NAV County has not sufficiently prioritised the facilitation guarantee

NAV County must ensure that work on the facilitation guarantee is sufficiently prioritised, among other things by

  • spending the earmarked funding from the Directorate of Labour and Welfare as prescribed
  • helping NAV offices to strengthen their knowledge of the content and practice of the facilitation guarantee
